Here is a great site for textures, it has everything from broken windows, old paint, to bad shingles. you will have to create an account to be able to download any image, but it is easy and worth it. Check it out - http://www.cgtextures.com/
To give it a bad/old paint job, first find a great image and then copy and paste it in the old house scene.
Scale it and fit it to the area you want to dirty up. Something like this. I used the distort tool and dragged the corners down to fit the scene. Edit –> Transform --> Distort
You might have to move it around and trim it a bit until it looks right.
With the magic wand tool, select the white area of the paint and delete it. This should leave just the undercoating. If it doesn’t have the right depth, you can give that layer some inner shadow. Double-click the non-image side of the layer and when the menu pops up choose inner shadow. I set my inner shadow size to 1 pixel.
This is what I have so far. I still have a ways to go, but it is looking good.
Here is the image I started with.
